23.12.2004 Following is the text of Presidential decree issued today regarding appointment of the members of the cabinet of the Islamic Republic of Afghanistan:

About the appointment of the cabinet members of the Government of Islamic Republic of Afghanistan
In the Name of Allah the Almighty, while wishing prosperity for the people of Afghanistan and a clean and effective administration for the country, I appoint and approve, as per Article 64 of the Constitution of the Islamic Republic of Afghanistan, the following persons as the ministers in the cabinet of the Government of the Islamic Republic of Afghanistan:
1. Hedayat Amin Arsala as the minister of commerce and senior advisor to the president. 2. Dr. Abdullah Abdullah son of Ghulam Mahayuddin as the minister of foreign affairs. 3. Gen. Abdurrahim Wardak son of Abdul Ghani Wardak as the minister of national defense. 4. Ali Ahmad Jalali son of Ghulam Jailani Jalali as the minister of the interior. 5. Dr. Zalmay Rasul son of Dr. Abdul Qayum Rasul as the national security advisor. 6. Noor Mohmamad Qarqin son of Mohammad Qul as the minister of education. 7. Anwar-ul Haq Ahadi son of Abdol Haq Ahadi as the minister of finance. 8. Dr Mir Mohammad Amin Farhang son of Mir Mohammad Sediq Farhang as the minister of economics. 9. Gen. Mohammmad Ismael son of Mir Mohammad Aslam as the minister of energy. 10. Dr Enayatullah Qasemi son of Ahmad Ali as minister of transport. 11. Eng. Amirzai Sangeen son of Amir Gul Gulshakheil as the minister of communication. 12. Eng. Mir Mohmmad Sediq son of Mir Ghulam Sakhi as the minister of mines and industries. 13. Dr. Suhrab Ali Safari son of Haji Safar Mohammamad as the minister of public works. 14. Eng. Mohammad Yusof Pashtun as the minister of urban development. 15. Obaidullah Ramin son of Mohammad Omar as the minister of agriculture and food. 16. Sarwar Danish son of Mohammad Ali as the minister of justice. 17. Sayed Amir Shah Hassanyar son of Ghulam Hassan as the minister of higher educations. 18. Dr. Sayed Makhdum Rahin son of Mir Mohammad Sharif as the minister of information and culture. 19. Dr. Sayed Mohammad Amin Fatemi son of Sayed Ebrar Padshah as the minister of public health. 20. Prof. Nematullah Shahrani son of Ebadullah as the minister of Hajj and religious affairs. 21. Abdul Karim Brahui son of Mohammad Mobin as the minister of borders and tribal affairs. 22. Dr Masouda Jalal daughter of Tela Mohamamd as the minister of women’s affairs. 23. Sayed Ekramuddin Masoomi son of the Sayed Masoon as the minister of social and labor affairs. 24. Dr. Azam Dadfar son of Haji Baba Khan as the minister of refugees affairs. 25. Sediqa Balkhi daughter of Sayed Ismael Balkhi as the minister of Martyrs and Disabled 26. Hanif Atmar son of Mohammad Asef as the minister of rural development. 27. Habibullah Qadery son of Haji Ahmad Qadery as the minister of counter-narcotics.
I would like to express gratitude and appreciation to the members of the cabinet of the Transitional Islamic State of Afghanistan who worked, under difficult circumstances, for the strengthening of peace, stability and the reconstruction of the country.
The motto and guiding principles of the work of ministers in the cabinet of Afghanistan will consist of: the commitment to the aspiration of the people, service to religion and nation, lack of political partisanship, honesty and faith in carrying out duties, a responsible attitudes towards the public treasury, prevention of any misuse of the nation’s wealth, registration and declaration of private property and assets within two weeks [of the issuance of this decree], transparency, consciousness, faithfulness and deference to the high interests of the country, and application of the law.
I pray to God the Almighty for the further success of cabinet members and the people of Afghanistan in the further strengthening of national unity, reconstruction of the country and implementation of the Constitution.
This decree is shall go into effect from the date of issuance, and shall be published in the official gazette.
